- Clearly explains the social, political and cultural issues of concern for the people of the allocated colony including both the reasons for Federation and the reasons against Federation for their colony
- Clearly assesses the benefits and/or losses for the colony should Federation occur
- Selects and uses appropriate written and graphic forms, including ICT, to argue and discuss complex problems and issues

17-20

(Band 6)

- Explains in general terms the social, political and cultural issues of concern for the people of the allocated colony including some reasons for Federation or some reasons against Federation for their colony
- Explains the benefits and/or losses for the colony should Federation occur
- Selects and uses written and graphic forms, including ICT, to argue their case for their colony

13-16

(Band 5)

- Describes social, political and cultural issues of concern for the people of the allocated colony including some mention of general arguments for or against Federation
- Describes some benefits and/or losses for colonies should Federation occur
- Uses written and graphic forms, including ICT, to communicate about the past

9-12

(Band 4)

- Describes some general social, political and cultural issues of concern for the people of Australia including some mention of general arguments for or against Federation
- Describes some benefits and/or losses for colonies should Federation occur
- Uses simple written and graphic forms, including ICT, to communicate about the past

5-8

(Band 3)

- Describes somegeneral social, political and cultural events of the pre-Federation period
- Describes one or two benefits or losses for colonies should Federation occur
- Uses limited written and/or graphic forms to communicate about the past
